A Look Inside the Romania Government's New Command and Dispatch Center Project

The project encompasses a sophisticated fiber optic network system across four distinct buildings, labeled A, B, C, and D. Each building is equipped with its own video walls and workstations, facilitating a high level of interconnectivity and communication. Building A serves as the central hub, capable of controlling and displaying content from all signal sources including HDMI, cameras, and audio. In contrast, Buildings B, C, and D have the capacity to control and display only designated signal sources.

Additionally, Building A possesses the functionality to selectively distribute certain signal sources to Buildings B, C, and D. This feature allows for tailored communication, such as enabling a leader in Building A to send specific signals directly to an operator in any of the other buildings. The system also supports comprehensive log management, ensuring that operators in all four buildings can effectively communicate through video conferencing and text-based messages. The network design emphasizes simplicity and rapid maintenance, ensuring efficient operation and minimal downtime.

Customer requirements and background:

1.The project has 4 different buildings A, B, C, and D, and a fiber optic network system has been built;

2.The input signal source comes from the information room. The signal types include but are not limited to HDMI, camera, audio, etc.;

3. The four buildings all have corresponding video walls and workstations. Building A is the main building and needs to be able to control and display all signal source contents. Buildings B, C, and D are required to only control and display specified input signal sources;

4. Building A can choose to send certain signal sources to B, C, and D. For example, the leader of Building A can send a signal to an operator in B, C, or D;

5. Meet the log management requirements, and operators A, B, C, and D can communicate, such as video conferencing and text communication;

6. Simple and fast maintenance.

Requirements Analysis

Since they are different buildings, they are far away from each other, but the customer already has an existing fiber optic network system, which can ensure that A, B, C, and D are in the same network. Therefore, the permission management function of BRNet Series( AV Over IP) can be used to achieve the purpose of A controlling B, C, and D buildings.  For signal sources, BRNet input supports various interfaces (such as HDMI, VGAI, SDI, DVI, IP streaming), and the number of IP signals of IPV cameras exceeds 200, so BRWall's streaming media server (SMS series) can be used with BRNet. 

For video conferencing, text communication and other requirements, they can be achieved through BRNet KVM Seat Management Node, because KVM Node includes these functions, supports up to 16 simultaneous video conferences, and supports operators to send text messages to each other.

For the requirement that A can push a certain signal source to operators B, C, and D, the signal source can be sent to the designated operator through the operating software or KVM OSD interface. After sending, the operator can choose to receive the signal and obtain operating authority.

For the log management function, it can be implemented with BRWall's central server (CMS series). Due to this is AV over IP controller( IP Based), even if the product fails, you only need to replace the corresponding Node, which is very convenient for subsequent maintenance.

Solution Design

The entire operating system is mainly built using the BRNet series controller(AV Over IP) to construct the basic framework of the entire video wall display and signal transmission system.According to the number and type of input signal sources, the input signal sources are mainly HDMI and camera signals, so the HDMI signal is directly connected to the BRNet input node, and the IP camera signal can be forwarded to the Output node by the SMS server; the output is mainly directly transmitted to the LCD screen (LCD video wall) and LED sending card (LED video wall) through the BRNet output node.

The requirement that all devices are on the same network can be achieved by using network switch cascading.
